Sei Labs Publishes Agent-Readable Documentation as Chain Completes EVM Migration
Sei Labs released a unified, AI-optimised developer reference on March 5, 2026, positioning its documentation infrastructure for a world where autonomous software agents, not human developers, may be the primary consumers of technical content.
The release centres on a single Markdown file hosted at sei.io/SKILL.md, covering wallet configuration, chain specifications, staking, bridging, and the full developer toolchain in a format that AI coding assistants can ingest directly without parsing web pages. Sei also updated its llms.txt and llms-full.txt files to conform with conventions from llmstxt.org, and enabled raw Markdown access for every page on docs.sei.io by appending .md to any URL.
What Was Released
The SKILL.md file consolidates technical details that previously required navigating multiple documentation pages. It includes Sei's chain ID (1329, labelled pacific-1), its current 400ms block time, a minimum gas price of 50 gwei, and a parallel EVM execution model using a mechanism called Optimistic Concurrency Control. Current throughput sits at roughly 100 MGas per second. The chain's roadmap target under an upgrade called Sei Giga is 5 GGas per second, with a stated goal of 200,000 transactions per second. The file also references a grants programme with more than $120 million allocated to builders.
The llms.txt standard, proposed in September 2024 by Jeremy Howard, co-founder of Answer.AI, functions as an editorial index for AI systems rather than an access control file. As of early 2026, it remains a community-driven convention rather than a formal IETF or W3C standard. It tells crawlers and language model inference pipelines which content on a site is authoritative. Independent research from Presenc.ai found that "brands that publish a well-curated llms.txt see modest but measurable uplift in citation rates, especially on Anthropic and Perplexity." Adoption has expanded from blockchain and cybersecurity early movers into mainstream developer SaaS, though fewer than 10 percent of top-100 financial services domains had published one as of Q1 2026.
Architectural Context: The SIP-3 Migration
A community-approved upgrade called SIP-3 has been converting Sei from a dual Cosmos and EVM chain into a pure EVM chain since spring 2025, removing CosmWasm smart contract support and all Cosmos message handling.
The June 15, 2026 deadline required exchanges and custodians to complete migration to EVM addresses. Earlier milestones included disabling inbound IBC transfers in February 2026 and replacing Sei's native oracle with Chainlink, API3, and Pyth in March 2026.
Sei Labs has explicitly positioned the documentation push as a companion to its x402 fee-transparency proposal. Analysts have also noted that the shift to a single execution environment makes the documentation surface area narrower and more tractable to represent in one agent-readable file.
The March 5 blog post described the SKILL.md as "a single, agent-friendly playbook for end-to-end development on Sei."
The x402 protocol, co-founded by Coinbase and Cloudflare, embeds stablecoin micropayments into standard HTTP responses, reviving the long-dormant HTTP 402 "Payment Required" status code. Sei's contribution to the x402 specification adds a facilitatorFees extension covering a quote endpoint, a settlement receipt, optional user fee preferences, and a fee-aware routing mechanism. The stated rationale: "It's better to standardise disclosure early, while adoption is still fluid."
On-Chain Health Raises Questions
The context around this release includes on-chain metrics that deserve attention. Sei's total value locked peaked at roughly $626 million in July 2025 and had fallen to approximately $41.6 million by April 2026, according to Macroaxis data.
Daily active addresses peaked near 2 million in March 2026 and dropped below 5,000 by June 2026.
The token traded at approximately $0.046 as of July 20, 2026, giving it a market cap of around $316.5 million against a fully diluted valuation of roughly $470 million. These figures reflect data as of the date of research compilation and may have changed.
Some of the user base decline may reflect the forced migration of Cosmos wallet holders during SIP-3, but the scale of the drop warrants scrutiny beyond what a routine transition would explain.
The documentation and tooling push can reasonably be read as an effort to recruit a new class of EVM and AI agent developer to a chain that shed much of its prior activity base during the upgrade cycle.
x402 adoption data adds further caution: Chainalysis confirmed the protocol crossed 100 million cumulative transactions on Base within three quarters of launch, but a CoinDesk analysis from March 2026 put daily transaction volume at roughly $28,000. One analyst was quoted as saying the "x402 'agent payments' boom is still mostly a mirage." The same analysis also flagged concerns about the integrity of headline volume figures, including the possibility of wash trading inflating the cumulative transaction count.
Regional Relevance
For developers in South Asia and Africa, the practical value of Markdown-based documentation is more immediate than the agentic automation narrative. Lightweight, JavaScript-free content that integrates directly with AI coding assistants such as GitHub Copilot and Claude reduces friction for developers on lower-bandwidth connections or working within AI-assisted environments.
India in particular has a large Solidity developer base already familiar with Ethereum, Polygon, and Base, making Sei's EVM-only stack easier to adopt than the prior dual-chain architecture.
The longer-term x402 angle matters most to South Asia, which ranks among the world's largest remittance-receiving regions. India, Pakistan, Bangladesh, and Sri Lanka collectively place among the top remittance recipients globally. The underwriting problem that blocks informal or newly registered entities from traditional payment processors is real, and programmable micropayment rails could eventually address it. At $28,000 in daily volume, however, that use case remains theoretical.
Sei was absent from TechCabal's August 2025 list of the 18 blockchain ecosystems most actively driving Africa's Web3 growth, a list that included Ethereum, Solana, Base, and Sui.
Whether the developer documentation update changes that standing will depend on whether Sei's on-chain metrics recover as the SIP-3 migration completes and the Sei Giga upgrade moves forward.
