IOR Midterm Report: Cardano's 2026 Research Program on Track Across All Seven Work Packages

The report, covering the first half of 2026, marks the second of four contractual funding milestones in the program. It has been filed as a draft with Intersect, Cardano's member-based governance administrator, and is open for community comment on the Cardano Forum through July 30.

The midterm arrives in the same week that Cardano's Van Rossem hard fork is set to be enacted on July 18, its first protocol upgrade ratified entirely through on-chain community governance, without any unilateral action by IOG. The two developments together illustrate how much Cardano's operating model has changed: research is now funded through an annual budget approved by delegated representatives (DReps), with Intersect administering the resulting contracts, and so are the network upgrades that research eventually produces.


Four Prototypes, Eight Papers in Six Months

IOR shipped four prototypes in H1 2026. The first is an evaluation of MEV (maximal extractable value) and mempool partitioning, which examines how transaction ordering could be gamed on Cardano's EUTXO model as network throughput grows. The second is zero-knowledge (ZK) verification infrastructure for Cardano's base layer, which would allow ZK proofs to be checked natively on-chain rather than routed through external networks. The third is Cavefish, a light client prototype that allows nodes to verify the chain without downloading its full history, which matters for users on constrained hardware or mobile connections. The fourth is a working implementation of trustless multi-party atomic swaps, a primitive that enables cross-chain value transfers without a custodian or bridge.

Against a full-year target of approximately 38 peer-reviewed papers, IOR has published 8 in the first half of the year, with 9 more currently in progress. The program targets 12 total prototypes, 5 Cardano Improvement Proposals (CIPs) reaching Technology Readiness Level 5, and 8 problem statements by year-end.

The two work packages running ahead of schedule are Scalability and Execution, and Applications, Adoption and Liquidity.


From Research Spec to Running Code

The midterm also formalises a handoff that has been building since 2025. Research on Ouroboros Peras, a mechanism that has SPOs (stake pool operators) vote on recent blocks to produce on-chain certificates that accelerate block settlement, has officially transitioned from IOR's academic teams to Cardano's node engineering groups. Current finality on Cardano sits at roughly two hours under the existing confirmation model. Peras is designed to reduce that to minutes.

Node version 10.7.0 already includes on-chain certificate tracking. IOR has also launched a Partner Technology Workshop series specifically to bridge the gap between published research specifications and deployable engineering implementations.


On-Chain Context

Cardano's DeFi total value locked (TVL) stands at approximately $132 million as of early April 2026, according to DefiLlama, placing the network around 27th among all blockchains. The market capitalisation to TVL ratio is roughly 66 times, one of the highest among major Layer 1 networks, which reflects how little of ADA's market value is currently deployed in on-chain applications. Weekly protocol fee revenue is approximately $2,800, compared to roughly $2.15 million for Ethereum and $3.96 million for Solana over the same window. ADA was trading near $0.275 as of mid-May 2026; confirm current price before relying on that figure. About 60 percent of circulating ADA is staked across thousands of stake pools.


Regional Significance

For developers and users in Africa, three of the four H1 prototypes have direct practical relevance. The ZK verification work enables verifiable credential systems for identity, land registry, and educational records without centralised databases, building on existing Atala PRISM pilots in Ethiopia and Kenya. The atomic swap prototype addresses cross-border remittance corridors, including Nigeria-Ghana, Kenya-Uganda, and Ethiopia-diaspora routes, without requiring a custodial intermediary. The Cavefish light client reduces the hardware and bandwidth requirements to run a node, which matters in mobile-first markets across the continent where data costs and device specs are binding constraints.

A separate $30 million Cardano treasury grant program for Africa, approved in March 2026, drew 180 applications from 14 countries within its first week. The Cardano Africa Tech Summit and the 2026 African Blockchain Championship, held across Nairobi, Addis Ababa, and Zaria, provide regional developers direct channels into the broader ecosystem.

In South Asia, Cardano's broader post-quantum research agenda is the most strategically relevant thread. India's national cybersecurity frameworks have flagged quantum readiness as a long-term infrastructure priority, and Cardano's active research into replacing quantum-vulnerable signatures and proof-of-stake primitives places it among the few Layer 1 networks actively addressing post-quantum readiness at the protocol level.


What Comes Next

CV26 is a nine-organisation academic consortium of 36 full-time researchers, with member institutions across six cities: Edinburgh, Tokyo, Oxford, UC Berkeley, Sydney, and Buenos Aires. It follows a 2025 cycle in which IOR delivered 24 peer-reviewed papers against a target of 20, while cutting its dollar-denominated budget by 40 percent. The community feedback window for the current midterm report closes July 30, the only formal point in the current milestone cycle where research priorities can be adjusted based on input from protocol participants. Feedback is submitted through the Cardano Forum.

The program has two further funding milestones remaining in the 2026 cycle. The Van Rossem upgrade's expanded Plutus cost model and new cryptographic built-ins should be live on mainnet well before those milestones are reached, giving developers the substrate that later Dijkstra-era features, including Linear Leios, will build on.
