DeFi Education Fund Launches Cybersecurity Coalition as Hack Losses Surpass $840 Million in Five Months

The Washington D.C.-based nonprofit is pushing for industry-led security standards as North Korean state actors accelerate attacks on decentralized protocols.

The DeFi Education Fund announced a new cybersecurity coalition on June 23, 2026, bringing together industry stakeholders to develop shared security standards for decentralized finance protocols; the coalition's full membership has not yet been publicly disclosed. The move comes as losses from DeFi exploits have exceeded $840 million in the first five months of 2026, a 70 percent increase over the same period last year.

The coalition reflects a specific policy bet: that voluntary, industry-driven standards will do more to harden crypto infrastructure than government-administered certification programs. DEF, a nonpartisan nonprofit founded in 2021 and the only Washington D.C. organization focused exclusively on DeFi policy, made that case in a November 2025 paper titled "Cybersecurity in DeFi: The Case for an SDO-Driven Approach." The SDO model, short for Standards Development Organization, is modeled on processes like the Internet Engineering Task Force's RFC 2026 (the IETF's foundational Internet Standards Process document), where technical experts shape evolving standards without mandatory government sign-off.

The Numbers Behind the Push

The threat environment driving this effort is not theoretical. April 2026 was the worst single month in DeFi's recorded history: 28 separate exploits drained $635 million, nearly doubling the previous monthly record set just one month earlier in March. Two incidents dominated that total. Drift Protocol lost $285 million, reportedly drained in approximately 10 seconds. KelpDAO saw $292 million leave through a misconfigured bridge setup. According to TRM Labs, North Korean state-affiliated actors were responsible for roughly 76 percent of all 2026 crypto hack losses recorded year to date, and the two largest April attacks have been attributed to those groups. The KelpDAO exploit, specifically, leveraged a LayerZero bridge configuration that relied on a single validator rather than a distributed set, a basic security gap that DEF argues industry-wide standards could directly address.

The broader numbers from Chainalysis reinforce the severity of the trend. North Korea stole $2.02 billion in crypto assets in 2025 alone, a 51 percent increase over the prior year, bringing its all-time total to an estimated $6.75 billion. The February 2025 Bybit hack, attributed to the same network by the FBI, remains the largest single crypto theft on record at $1.5 billion. That incident exploited Safe{Wallet}, a third-party wallet provider, rather than Bybit's own code, illustrating a structural shift in how attacks now work: code vulnerabilities have given way to compromised private keys, manipulated nodes, and supply chain attacks on developer tooling.

The Regulatory Parallel

DEF is not operating in isolation. On April 9, 2026, the U.S. Treasury's Office of Cybersecurity and Critical Infrastructure Protection extended its threat intelligence sharing program to include digital asset firms for the first time, granting eligible crypto companies access to the same threat intelligence previously reserved for traditional banks. "Cyber threats targeting digital asset platforms are growing in frequency and sophistication," said Cory Wilson, Deputy Assistant Secretary for Cybersecurity, in a statement accompanying the announcement. Treasury Assistant Secretary Luke Pettit added: "Digital asset firms are increasingly important to the U.S. financial sector, and their resilience matters."

What It Means Outside the United States

For users and developers in emerging markets, the stakes of getting security standards right are significant. India ranked first on the 2026 Chainalysis Global Crypto Adoption Index, with rural internet penetration now above 50 percent driving DeFi participation beyond major cities. India's current regulatory framework does not clearly separate DeFi from centralized exchanges, meaning international security benchmarks could give local regulators a credible technical reference point. Pakistan's newly passed Virtual Assets Act 2026, which mandates cold storage, multi-signature wallets, and regular security audits, already mirrors many of the safeguards an SDO-driven framework would formalize. In Sub-Saharan Africa, Nigeria ranked second globally on the adoption index, and the region recorded more than 180 percent year-on-year growth in stablecoin use. Nigeria's Investments and Securities Act 2025 requires encryption, cold storage, and security audits for licensed platforms, and DEF argues that such requirements would benefit from internationally recognized technical definitions. For small development teams building on-chain infrastructure in Bengaluru, Nairobi, Lagos, or Karachi, a voluntary SDO standard carries a practical advantage over Western certification regimes. DEF's SDO paper argues that such a framework provides a meaningful technical baseline while avoiding the compliance overhead that, in DEF's view, can create barriers for locally based teams.

What Comes Next

DEF has been building coalitions at scale. Its August 2025 effort to protect developers in U.S. market structure legislation gathered more than 110 industry signatories, which DEF policy lead Gavin Zavatone described at the time as "the largest and most broad coalition in American crypto history." The cybersecurity coalition announced today follows that model. Whether it produces enforceable standards or voluntary guidelines will depend on how quickly the industry aligns around a shared technical framework and whether Congress moves toward legislation that references or defers to that framework. With Treasury now treating crypto firms as critical financial infrastructure, the policy moment carries unusual urgency.
