Digital Euro Clears Major Parliamentary Hurdle as Europe Races to Assert Payment Sovereignty
The European Parliament voted on June 23 to back the regulatory framework for a digital euro, moving the European Central Bank one significant step closer to issuing a retail central bank digital currency and reducing the eurozone's dependence on US-controlled payment networks.
The vote endorses the Digital Euro Regulation, the primary legislation the ECB requires before it can formally issue a digital euro to the public. The milestone follows a February 2026 vote in which 443 MEPs supported a resolution describing the project as essential to eurozone monetary sovereignty.
The ECB is now targeting a pilot phase in mid-2027, with full public issuance set for 2029.
What the Digital Euro Actually Is
The digital euro is not a cryptocurrency or a stablecoin. It is electronic cash issued directly by the ECB, designed for both online and offline payments via smartphone or payment card. Under the proposed regulation, merchants would be legally required to accept it, mirroring the obligation that already applies to physical euro banknotes, though the precise legal basis and enforcement mechanisms may differ. Small traders may receive an exemption. Basic access for ordinary users would be free of charge.
Privacy architecture has been a central point of contention throughout the legislative process. Offline person-to-person transactions would carry a high level of anonymity. Online payments, by contrast, would require processing by regulated intermediaries for anti-money laundering compliance. The ECB maintains that it would not be able to identify individual users or trace specific purchases from payment data, a claim disputed by far-right critics including Germany's AfD, which opposed the project on surveillance grounds.
The vote was not a foregone conclusion. Markus Ferber, a German MEP from the centre-right European People's Party, said ahead of the decisive vote that "positions differ widely." The EPP's support was critical: centre-left and liberal groups backing the measure were more than 40 votes short of a majority without it. Spanish EPP MEP Fernando Navarrete pushed for a scaled-back version limited initially to offline peer-to-peer payments, suggesting the final legislation may carry compromise language.
The Geopolitical Argument
The urgency behind the digital euro is fundamentally political. Visa and Mastercard control 61 percent of eurozone card payments, and 13 of the 20 euro area countries have no domestic card scheme of their own. ECB President Christine Lagarde has previously warned that this dependence represents a direct vulnerability. "People can be barred from access to any financing because of a decision made on the other side of the pond," she said, referencing the leverage that US-headquartered payment networks hold over European financial flows.
Washington's push to position US dollar-backed private stablecoins as global payment infrastructure has added further pressure. EU policymakers view this as a challenge to euro monetary sovereignty, and the digital euro is one half of their response. The other half is a regulatory framework for private euro-denominated stablecoins, intended to ensure that privately issued digital currencies circulating in Europe remain denominated in euros and governed by EU rules.
China's digital yuan introduces a third vector. Beijing has been deploying it in developing countries, including Ethiopia and Angola, framing it as an unconditional alternative to IMF loans.
Analysts at the Robert Schuman Foundation have warned that the digital yuan could become dominant in South-South trade by 2030 if no credible European counterpart emerges.
Regional Implications: South Asia and Africa
For South Asian diaspora communities in Germany, France, Italy, the Netherlands, and Spain, the digital euro carries long-term relevance to remittance costs. The Europe-to-South Asia corridor is high-volume and expensive. South Asia accounts for roughly 26 percent of global remittances, with India alone receiving about 15 percent. Global average remittance fees sit at roughly 6 percent, double the UN's stated 3 percent target.
The ECB's Pontes infrastructure, an interoperable distributed ledger system linking existing European payment rails and expected to be operational by end of 2026, could eventually support cross-border corridors, though this remains a longer-term ambition for the broader project.
Practical benefits for remittance senders, however, are unlikely before 2029 at the earliest, as the current legislation focuses on intra-eurozone retail use.
Africa's relationship with the digital euro is more complicated. Nigeria's eNaira, launched in 2021, has roughly 13 million registered wallets, but an estimated 98.5 percent have never been used. The lesson many draw from that experiment is that state-mandated digital currencies struggle when established mobile payment systems already serve users well. The digital euro faces its own version of that adoption challenge within Europe.
On the competitive side, several francophone African economies with CFA franc arrangements tied to the euro could see deeper euro dependency if cross-border digital euro use eventually expands.
Stablecoins, mostly dollar-pegged, already account for 43 percent of Sub-Saharan crypto volume, giving the digital euro a large installed alternative to displace.
What Comes Next
The digital euro's development has been years in the making. The ECB launched its formal investigation phase in July 2021, and the Governing Council moved to a preparatory phase in October 2025 after a closing report confirmed readiness to proceed. The parliamentary vote on June 23 marks the next critical threshold in that sequence.
The ECB is building two parallel technical infrastructures for the broader project. Pontes targets interoperability across existing European payment systems. Appia, a longer-horizon distributed ledger platform, is designed to eventually cover tokenised capital markets and cross-border settlements. Neither runs on a permissionless public blockchain. All smart contract integrations, if any materialise, will involve regulated intermediaries.
The estimated cost of bank-side implementation ranges widely: the ECB puts the figure at around 6 billion euros, while a PwC analysis commissioned by banking lobby groups puts it closer to 18 billion euros. That dispute is likely to remain politically contentious as the 2029 issuance date approaches.
