Ethereum Foundation Opens Forum on Quantum Deadline and EIP Cuts Ahead of September 16 AMA

The session continues a tradition the Foundation started in January 2019, now in its eighth consecutive year. What has changed is the scope: since August 2025, the format shifted from EF Research alone to the broader Protocol Cluster, which the Foundation describes as covering "both the cutting-edge research that explores Ethereum's future as well as the critical development efforts that bring these ideas to life."

Why This AMA Carries More Weight Than Usual

The September 16 session is structured as a community follow-up to two dense technical posts published on September 7. The first, titled "EF Protocol: Current and Emerging Priorities," maps five multi-fork research arcs: fast finality, post-quantum cryptography, protocol-level privacy, state management, and zkEVM proofs. The second, a first-of-its-kind unified tier list, grades all 62 proposed EIPs for the upcoming Hegotá upgrade using 397 individual scores from across the Protocol Cluster.

That tier list produced sharp cuts. Twenty-eight of the 62 proposals were declined outright. Only two received S-tier, or must-ship, status: EIP-7805 (FOCIL) and EIP-8141 (Frame Transactions). FOCIL is designed to let users force-include transactions without depending on centralized block builders, a property the Protocol Cluster describes as providing "a path to include an eligible transaction without relying on centralised builders." Frame Transactions establishes native account abstraction and creates a pathway for post-quantum authentication. Fifteen proposals landed in the A tier, seven sit in the C tier (labeled "Below the Line" in the research document), eight sit on the bubble, and two remain unranked pending data from the Glamsterdam upgrade, which is targeted for December 2026. The Protocol Cluster noted plainly that "testing surface is the scarce resource," meaning implementation capacity, not ambition, will determine the final scope of Hegotá.

Pectra shipped in May 2025, introducing EIP-7702 smart account functionality and doubling blob throughput. The 2029 Quantum Deadline

The Foundation has set December 2029 as the deadline for full post-quantum readiness across Ethereum's execution, consensus, and data layers, with a scheduled reassessment involving external cryptographers in January 2027.
