Wyoming Adds On-Chain Reserve Checks to State Stablecoin, Raising the Bar on Public Transparency

Wyoming's state-run stablecoin program took another step toward institutional-grade infrastructure on September 2, 2026, when the Wyoming Stable Token Commission announced it had adopted Chainlink Proof of Reserve for the Frontier Stable Token (FRNT). FRNT is the first stablecoin issued by a US state and the first fiat-backed stablecoin issued by any US public entity, a distinction that makes Wyoming's infrastructure choices relevant far beyond its own borders. The move pairs a traditional audit from an independent accounting firm with a near-real-time on-chain data feed, making FRNT's reserve status visible and verifiable to any counterparty at any time.

How the System Works

The core mechanism is a Chainlink feature called Secure Mint. Under this setup, the protocol checks verified reserve data before authorizing any new FRNT issuance. If on-chain data does not confirm that reserves equal or exceed the total token supply, minting is blocked at the contract level. This directly addresses a class of attack known as "infinite-mint," where a compromised or fraudulent issuer creates tokens unsupported by actual reserves. Chainlink's Proof of Reserve network currently covers more than 40 active data feeds across more than 56 integrated projects, with over $17 billion in verified assets as of its Q1 2026 report.

The auditing layer comes from The Network Firm, an independent accounting firm. According to the Commission, The Network Firm examines FRNT's reserve and supply balances under standards set by the American Institute of Certified Public Accountants. Chainlink then delivers those verified figures on-chain, creating a readable record that does not require trust in any single reporting party.

FRNT is legally required to maintain reserves at 102% of its token supply, backed by US dollars and short-term US Treasuries. Franklin Templeton manages those reserves. The token launched publicly on January 7, 2026, across eight blockchains: Arbitrum, Avalanche, Base, Ethereum, Hedera, Optimism, Polygon, and Solana. The yield earned on reserves flows to Wyoming's School Foundation Program rather than to private shareholders.

Infrastructure Overhaul After April Security Breach

Today's announcement follows a separate but related infrastructure decision made in August. On August 18, the Commission completed a full migration from LayerZero to Chainlink's Cross-Chain Interoperability Protocol (CCIP) for all cross-chain token transfers, fully deprecating LayerZero endpoints.

The migration came after a major security incident in April. On April 18, attackers linked to North Korea's Lazarus Group exploited a social engineering campaign that had begun weeks before the attack, ultimately draining approximately $292 million in rsETH from a LayerZero-powered bridge operated by KelpDAO. FRNT and the Wyoming Stable Token Commission were not directly victimized by the breach. Wyoming's decision to migrate away from LayerZero was a precautionary measure, triggered by a security review of LayerZero's underlying architecture rather than any direct attack on FRNT. Investigators identified a structural vulnerability in LayerZero's configuration model, which permits applications to rely on as few as one message verifier, creating a single point of failure.

Wyoming was not the only institution to respond. Across the industry, roughly $15 billion in assets moved from LayerZero to Chainlink CCIP in the months following the breach. That list includes BitGo with more than $7.7 billion in WBTC, Mantle with $2.5 billion, and KelpDAO with $1.5 billion.

Chainlink CCIP requires a minimum of 16 independent node operators per transaction lane and runs a separate Risk Management Network as an additional validation layer. The protocol carries SOC 2 Type 2 and ISO 27001 certifications and has processed an estimated $32 to $33 trillion in transaction value since its 2019 mainnet launch.

Executive Director Anthony Apollo said the Commission's decision followed a proactive security review. "By adopting Chainlink CCIP, we now have highly secure cross-chain infrastructure that meets the standard our citizens deserve," Apollo said in the August announcement. Chainlink co-founder Sergey Nazarov offered this assessment of the migration: "Wyoming has consistently been a leader in digital asset policy and public-sector blockchain adoption, and their selection of CCIP shows that governments and other serious institutions need secure, reliable, and standard-setting infrastructure."

Why It Matters Beyond Wyoming

The FRNT model carries practical weight for regulators in other regions who are working through the same questions about reserve verification.

Nigeria's Central Bank, in its Payments System Vision 2028 released in June 2026, said it plans to deploy observer nodes on blockchain networks to monitor stablecoin flows directly rather than relying on issuer reports. Nigeria's Securities and Exchange Commission already requires stablecoin issuers to maintain 1:1 reserves in custodial accounts, with monthly independent attestations and quarterly SEC audits forming the current oversight baseline. Wyoming's approach, which makes reserve data readable from any node in near real time, may offer a path to continuous oversight without requiring regulators to operate their own node infrastructure, though no Nigerian authority or independent analyst has formally compared the two frameworks.

In South Africa, the Intergovernmental Fintech Working Group has flagged that some stablecoin issuers do not legally segregate reserves, leaving holders exposed in an insolvency. The FRNT framework, with its legally mandated reserve ratio, independent custodian, and on-chain verification, maps directly onto those identified gaps. Readers should note that the Working Group's findings were reported earlier in 2026, and its regulatory position may have been updated since then.

Ghana's regulators have moved to restrict dollar-denominated private stablecoins over concerns about cedi displacement. A government-issued, reserve-verified stablecoin with publicly auditable data could offer a different framing for that debate.

In South Asia, regulators are grappling with closely related questions. India's Reserve Bank has maintained a cautious stance on private stablecoins while signaling interest in programmable digital currency frameworks that preserve central-bank oversight. Pakistan and Bangladesh have pursued comparable approaches, limiting private stablecoin activity while studying central-bank-compatible alternatives. Across the region, a convergence on reserve transparency as a regulatory baseline mirrors the standard Wyoming has now embedded at the contract level, making FRNT a reference point for policymakers assessing what public-sector stablecoin infrastructure can look like in practice.

What Comes Next

The Commission's PoR adoption also positions FRNT above the baseline set by the GENIUS Act (Guiding and Establishing National Innovation for US Stablecoins), the federal stablecoin law signed in July 2025, which requires payment stablecoin issuers to maintain verifiable 1:1 reserves and regular disclosures. Wyoming's 102% minimum and continuous on-chain reporting exceed those requirements, according to the Commission.

For developers building on FRNT or integrating it into DeFi protocols as collateral, the practical implication is that minting capacity is now contract-gated by live reserve data. Any integration that assumed manual or periodic reserve confirmation will need to account for that constraint.

Wyoming's approach combines a legally mandated overcollateralization ratio, an independent auditor operating under established accounting standards, and on-chain verification that any party can read in near real time. Together, those elements represent one of the more complete implementations of reserve transparency yet attempted by a public-sector issuer. As more jurisdictions search for a credible standard, the FRNT model offers a working example they can examine, adopt, or build upon.
