Russia Bans Crypto Mining Across Moscow Region Until 2032, Displacing Tens of Thousands of Operators

Prime Minister Mikhail Mishustin signed Government Decree No. 936 on July 25, extending Russia's regional mining restrictions to Moscow, Moscow Oblast, and conflict-affected border districts of Kursk Oblast. The ban takes effect August 15, 2026, and runs through December 31, 2032.

Russia's federal government has prohibited cryptocurrency mining across its capital region and parts of a war-strained border oblast, marking the most significant geographic expansion of the country's mining crackdown to date. The decree, officially published July 31, covers Moscow city, the wider Moscow Oblast, and eight municipal districts plus the city of Lgov in Kursk Oblast. All mining activity and participation in mining pools is prohibited under the order. The decree formally amends the framework established by the government's December 23, 2024 decree, which initiated the regional ban program. The government's stated rationale is straightforward: the grid cannot absorb the load.

Grid Math Drives the Decision

Moscow's power infrastructure is already under measurable strain from data centers before mining is factored in. According to figures cited by CryptoTimes, 65 data center facilities with a combined installed capacity of 734 MW currently operate on the Moscow regional grid, with 19 of those accounting for 233 MW on their own. Estimated mining demand in the Moscow area runs to approximately 1 GW. Looking further out, the region's data center capacity is projected to reach 3.6 GW by 2032, which would represent roughly 17 percent of the area's maximum grid load. Russia's Ministry of Energy put the national picture in starker terms, estimating that unchecked mining could draw 15.3 GW of power across the country within five years.

"Restricting mining is necessary to preserve generating capacity for households, businesses, and other consumers," the Ministry of Energy said in its reported rationale for the decree. Separately, in its assessment accompanying the June 2026 draft decree, the ministry concluded that "mining's economic contribution does not justify its energy footprint."

For Kursk, the calculus is different but equally concrete. Governor Alexander Khinshtein cited the ongoing Ukraine conflict as a primary driver of pressure on the oblast's power network. Military operations in the border region have strained infrastructure that is simultaneously absorbing a surge in high-density computing demand.

A Policy Built on Contradictions

The Moscow decree sits in uncomfortable tension with Russia's own recent legislative history. In August 2024, President Vladimir Putin signed Law No. 221-FZ, formally legalizing cryptocurrency mining for the first time and bringing a previously unregulated industry into a compliance framework. A follow-up law in October 2024 set operational rules, with key provisions entering force in March 2025.

Legalization did not produce widespread compliance. As of June 2025, only around 30 percent of Russian miners had registered with authorities, according to industry data from mid-2025, leaving the majority operating without formal status. That registration gap has pushed the government toward enforcement by geography rather than by individual operator. The Moscow ban is the sharpest expression of that approach yet.

The contradiction runs deeper than compliance rates. Reports indicate that the Russian state had tacitly encouraged mining as a tool for generating dollar-denominated revenue outside SWIFT channels, making the domestic crackdown a meaningful reversal for governments tracking Russian financial statecraft.

The regional restriction pattern began in December 2024, when the government imposed a six-year ban on ten regions, most of them in war-affected southern territories and the North Caucasus, including Dagestan, Chechnya, Ingushetia, Karachay-Cherkessia, and North Ossetia, as well as the occupied Ukrainian oblasts of Donetsk, Luhansk, Zaporizhzhia, and Kherson.

Seasonal restrictions were also applied to Siberian regions during peak winter demand, including Irkutsk, Buryatia, and Zabaikalsky.

Moscow brings the total of regions under some form of mining restriction to more than 13, affecting an estimated 50,000 operators.

A pending State Duma bill would sharpen the enforcement toolkit further, introducing fines of up to 2.5 million rubles (approximately $35,000) and prison terms of up to five years for unregistered mining operations.

Global Hash Rate and the Displacement Question

Russia currently accounts for roughly 16 to 17 percent of the Bitcoin network's total hash rate (a measure of total computing power directed at mining), making it the second-largest mining nation globally behind the United States at approximately 37 percent. China sits third at around 12 percent, according to Hashrate Index data from Q2 2026. Russia's estimated hash rate stands at around 175 exahashes per second, though growth has stalled in recent quarters. The total Bitcoin network hash rate is down roughly 12 percent from its December 2025 peak, following two consecutive quarters of decline.

Removing meaningful capacity from the world's second-largest mining nation is expected to cause a short-term dip in Bitcoin mining difficulty. That adjustment, which the network recalibrates roughly every two weeks, would temporarily improve profitability for miners everywhere else, including operators in emerging markets, until the difficulty resets to reflect the new capacity baseline.

Kazakhstan is the most immediately likely destination for displaced Russian miners. The country absorbed a large wave of Chinese mining operations after Beijing's 2021 ban and has existing infrastructure, institutional familiarity, and relatively low energy costs that make it a natural relocation point for Central Asian-adjacent operators.

For policymakers across Africa and South Asia, the Russian case carries a direct lesson. Ethiopia has actively courted Bitcoin miners using surplus hydroelectric capacity from the Grand Ethiopian Renaissance Dam and stands to benefit if regulatory frameworks are clarified quickly enough to attract displaced operations. Nigeria, where grid generation rarely exceeds 4,000 to 5,000 MW against an estimated demand of 30,000 MW, is poorly positioned to absorb large-scale displaced mining activity regardless of its crypto policy posture. Pakistan presents a more nuanced picture: the country has experimented with directing surplus electricity toward mining, suggesting some available generation margin, but persistent grid instability means it cannot easily serve as a destination for large-scale displaced operations without substantial infrastructure investment.

India, which has not established a clear mining framework, faces the same underlying tension Russia encountered: legalization creates an elastic load that can rapidly outpace local generation capacity if energy-specific rules are not built alongside legal recognition from the start.

The Moscow decree is binding through the end of 2032. Whether Russia extends, expands, or eventually walks back the restrictions will depend on grid conditions, the trajectory of the Ukraine conflict, and whether the government's parallel push for miner registration produces compliance rates that legalization alone has so far failed to achieve.
