Nine US Firms Pledge $15M to Quantum-Proof Bitcoin, but the World's Biggest Crypto Markets Are Not at the Table

Nine of the largest names in institutional crypto announced the Bitcoin Security Consortium today, committing $15 million over three years to fund post-quantum cryptography research. The group covers prominent firms but excludes every organization from the countries where Bitcoin adoption is highest.

BlackRock, Coinbase, Strategy (formerly MicroStrategy), ARK Invest, Block, Blockstream, Fidelity Digital Assets, Galaxy, and Anchorage Digital jointly announced the consortium on July 23, 2026. The nonprofit Brink will coordinate the group's work on a volunteer basis under Executive Director Mike Schmidt. Brink is a Bitcoin developer funding organization co-founded in 2020 by Schmidt and John Newbery; it has previously donated more than $1 million to Bitcoin developers in a single year, though that track record also raises questions about whether a volunteer-coordinated nonprofit is scaled for a $15 million multi-firm mandate. The consortium's stated purpose is to fund open-source developer work on quantum-resistant cryptography and to serve as a public information resource on Bitcoin security for investors and media.

The funding model is decentralized by design. Each member directs its own contributions independently, and there is no central treasury. The consortium has also formally committed to staying out of protocol governance. It will not advocate for specific changes to Bitcoin's code or attempt to direct the decisions of the wider developer community. Galaxy is separately contributing a $5 million fund dedicated to quantum-resistant signature research, which may be in addition to the shared $15 million pool. If additive, total committed funding would reach $20 million, though the precise relationship between Galaxy's contribution and the consortium total has not been confirmed from primary reporting.

"Bitcoin Core developers do incredibly important work, and we're pleased that our firm and the others in this group will now be making significant additional funding available to support Bitcoin's long-term security needs," said Robert Mitchnick of BlackRock. Strategy CEO Phong Le added: "As long-term holders, we have every incentive to see Bitcoin remain secure for generations."


The Threat Is Real and the Timeline Is Shrinking

The consortium's formation follows a March 2026 paper from Google's Quantum AI team showing that Bitcoin's core signature scheme, ECDSA (Elliptic Curve Digital Signature Algorithm), could theoretically be broken with fewer than 500,000 physical qubits. That estimate is roughly 20 times lower than the 20 million qubits researchers assumed in 2019, compressing the expected timeline for meaningful risk. Most experts now place the danger window between 2029 and 2035. Migrating Bitcoin to quantum-resistant alternatives is expected to take five to seven years, which means the window for action is already narrow.

The on-chain exposure is substantial. A 2026 Glassnode analysis found approximately 6.04 million BTC, about 30 percent of total issued supply, stored in addresses with publicly visible keys, making them theoretically vulnerable once a sufficiently powerful quantum computer exists. A separate CoinDesk estimate puts the figure at 6.9 million BTC, including roughly 1.7 million BTC in dormant addresses widely believed to belong to Bitcoin's pseudonymous creator, Satoshi Nakamoto. Based on a BTC price of approximately $77,700 at the time of analysis, CoinDesk and Glassnode place the total value at risk at approximately $469 billion, though that figure shifts with the market. The quantum threat targets ownership proofs specifically. It does not affect Bitcoin's proof-of-work mining process.

Bitcoin's developer community has already begun responding through two proposals. BIP-360, merged into Bitcoin's code repository on February 11, 2026, introduces the network's first quantum-resistant address format (known as Pay-to-Merkle-Root, or P2MR). Its design draws on the post-quantum cryptographic standards that NIST finalized in August 2024, specifically FIPS 203 (ML-KEM), ML-DSA, and SLH-DSA, which form the technical foundation against which quantum-resistant Bitcoin proposals are now being built. BIP-361, published April 14, 2026, goes further, proposing a phased migration schedule after which older address types would no longer be accepted for new transactions. Coins not moved to quantum-safe addresses before any eventual deadline could be frozen. Both proposals remain under debate and neither has been activated on the network.


A Global Problem With a US-Only Response

The consortium's membership reflects a significant gap. India ranked first on the 2026 Global Crypto Adoption Index. Nigeria ranked second. Pakistan ranked eighth and Kenya tenth. Ethiopia, Kenya, and Ghana all debuted in the top 20 of the same index. All nine Bitcoin Security Consortium members are US-headquartered institutions. Not one exchange, custody provider, or developer organization from any of these countries holds a seat.

This matters because users in those markets face specific risks. Many acquired Bitcoin during earlier cycles through peer-to-peer platforms that generated legacy address formats, exactly the types flagged as vulnerable under BIP-361. Self-custody is widespread in markets like Nigeria and Kenya, where limited banking infrastructure makes it a practical necessity rather than a choice. If a migration deadline is ever enforced, users in those countries currently have no coordinated source of public guidance on quantum migration, and the consortium's stated information role is oriented toward institutional investors and media rather than retail or self-custody audiences.

Sub-Saharan Africa's stablecoin adoption grew 180 percent year over year according to the 2026 Global Crypto Adoption Index published by cryptonewsnavigator.com, though that figure has not yet been corroborated by a second major source. Passive BTC holdings remain significant as a store of value across Nigeria, Ghana, and Kenya. These wallets face the same ECDSA vulnerability as any other.


What Comes Next

The $15 million pledge is a meaningful signal from institutional holders that quantum risk is no longer theoretical. Whether the coordination model, a volunteer-led nonprofit distributing funds through existing channels, is adequate for the scale of user outreach that a global migration would require is a question the consortium has not yet answered. Wallet providers and P2P platforms operating in South Asia and Africa should begin auditing whether they are generating quantum-vulnerable addresses. Regional developer communities and crypto media will need to translate the technical migration roadmap into accessible formats before institutional announcements arrive without context. The clock is running, and not everyone is in the room.
