China's City of Changzhou Is Building a "Token Factory." Not That Kind of Token.

The city of Changzhou in eastern China announced today that it is constructing what it calls the country's first city-government-led "green token factory," a purpose-built data center designed to produce 60 trillion AI inference tokens per year using clean energy. The announcement came during the World Artificial Intelligence Conference (WAIC) in Shanghai. A note for crypto readers before going further: these are not blockchain tokens. In the AI industry, a token is the smallest unit of text or data that a large language model processes, and it is the standard billing metric across the sector. The naming overlap is coincidental but worth stating plainly.

What a "Token Factory" Actually Is

The broader policy framework behind this race is China's "East Data, West Computing" initiative, launched in 2022, which routes non-real-time AI training workloads to western provinces near surplus solar and wind resources, while keeping low-latency eastern clusters closer to financial and industrial users. The initiative encompasses eight national computing hubs positioned near renewable energy concentrations in western provinces including Qinghai, Gansu, Ningxia, and Inner Mongolia.
