Input Output Research Hits Midpoint of Cardano's Funded Research Program With Four Prototypes Shipped

Input Output Research has submitted its mid-year progress report for Cardano Vision 26 to governance body Intersect, showing all seven work packages on track and two running ahead of schedule at the halfway mark of the year-long program.

The report, published July 16 and open for community review through July 30 on the Cardano Forum, covers January through June 2026. It is the second of four milestone checkpoints under CV26, a ₳32.916 million (approximately $7.9 million USD) research program ratified by Cardano's on-chain DRep governance process with 74.52% approval. A consortium operating at 36 full-time equivalents (FTEs), led by professor Aggelos Kiayias and spanning nine partner organisations including academic partners in Edinburgh, Tokyo, Oxford, UC Berkeley, Sydney, and Buenos Aires, is targeting 42 total deliverables across the full year.

Prototypes and Publications Through June

IOR shipped four working prototypes in the first half of the year. These include a mempool partitioning and MEV assessment, zero-knowledge verification infrastructure for Cardano's base layer, the Cavefish light-client protocol, and a trustless multi-party atomic swap implementation. On the academic side, eight peer-reviewed papers were published in H1, with nine more currently in progress against a full-year target of roughly 38. The work package covering scalability and execution (WP2) and the one covering applications, adoption, and liquidity (WP4) both report progress ahead of their original schedules.

The Peras protocol, which targets a reduction in transaction finality from roughly 12 minutes to around 2 minutes using an optimistic fast-path with fallback to Ouroboros guarantees, reached a concrete transition point. Voting-certificate work has moved out of the research team and into the implementation team, a shift that marks one component moving from research to engineering. A separate proposal from Tweag by Modus Create, budgeted at ₳18.26 million, is currently before Intersect to carry Peras through to mainnet deployment over 2026 and 2027.

What the Prototypes Mean Outside Western Markets

Two of the four H1 prototypes have specific relevance for users in South Asia and Sub-Saharan Africa. The Cavefish light-client prototype lets a mobile user submit a transaction by sending an intent (for example, "send 10 ADA") to a service provider, which constructs a blinded transaction that the user verifies and signs using weakly blind predicate signatures, without downloading any chain history. This matters in markets where most blockchain users operate on constrained mobile data plans and do not have access to the kind of broadband infrastructure full-node operation requires. Current Cardano mobile wallets depend on centralised API providers; Cavefish offers a path away from that dependency.

The multi-party atomic swap prototype carries similar practical weight. South Asia (India, Pakistan, Bangladesh, Nepal) and parts of Africa (Nigeria, Ghana, Kenya) rank among the world's largest remittance-receiving regions by volume. A trustless, composable mechanism for cross-chain value transfer, paired with 2-minute finality if Peras reaches production, could alter the economics of those corridors compared to existing payment rails. Neither prototype is production-ready. The trustless atomic swap has a confirmed formal model alongside its working implementation; Cavefish has a working implementation and a public repository, with formal modelling status not explicitly confirmed in available documentation.

CV26 also includes a post-quantum cryptography track led by Dr. Varun Maram. Rather than retrofitting quantum-resistant signatures onto existing primitives, the effort rebuilds proof-of-stake signing and key-evolving signatures from scratch using post-quantum replacements. Several South Asian and African governments are actively building national digital identity systems; any blockchain infrastructure used in those systems will need to withstand quantum computing threats that could materialise within a 20 to 30 year security horizon.

The regional opportunity is reinforced by ground-level ecosystem activity. A $30 million Africa-focused developer grants program, approved in March 2026, drew 180 project submissions from 14 countries in its first week. The CATS26 initiative has reached more than 500 developers across 12 cities, representing a developer base positioned to absorb CV26 technical outputs as they mature.

Ecosystem Conditions the Research Is Running Against

The program's progress sits against a difficult market backdrop. ADA trades near $0.143 to $0.145 as of mid-July, roughly 95% below its all-time high of around $3.10. Cardano's DeFi total value locked has fallen to an estimated $94 to $137 million, down approximately 80 to 87% from a December 2024 peak above $686 million according to DefiLlama. Whale wallet concentration stands at 67.5% of stake according to CryptoBriefing, its highest level since July 2020. Around 15,000 new wallets were created in the weeks following late June, and over 60% of circulating ADA supply remains staked.

IOR's own framing acknowledges this context directly. "Bear markets are when the foundations for future cycles get built, and rigorous research remains the most reliable way to develop infrastructure that stays competitive," the Input Output Research team wrote in the IOG.io CV26 announcement. The ahead-of-schedule status in WP4, the applications and adoption work package, is a notable data point in the program's H1 record.

What Comes Next

The community review window closes July 30. Intersect will process the milestone report and administer the corresponding treasury disbursement under the 3% fee model it introduced in 2026 for treasury withdrawals. The Van Rossem hard fork (protocol version 11), which cleared governance in June 2026, could reach mainnet in late July, providing the next concrete protocol-level event for the ecosystem. IOR's H2 work packages will be watched for whether the Cavefish and atomic swap prototypes advance toward integration-ready status.

Relevant context for evaluating that progress: CV26's predecessor, CV25, reportedly exceeded its delivery targets by 20% while reducing the program's USD-denominated budget by 40%, a track record that frames what IOR has historically delivered on year-long funded mandates.
